BNL is looking for a dynamic leader with a passion for discovery, innovation and excellence, a leader who embraces BNL’s core value of Diversity, Equity and Inclusion, to serve as the Deputy Laboratory Director for Science and Technology (DDST).The DDST position offers a unique opportunity to serve as a member of the BNL Leadership Team with overall responsibility for scientific leadership and management of Brookhaven National Laboratory’s strategic vision and mission. The primary role of the DDST is to translate strategic objectives into integrated strategies and tactics that optimize resource alignment and maximize performance in accomplishing the Lab’s S&T mission. The DDST provides leadership and advice to the Laboratory Director on the scientific and technological missions of the Laboratory, and on Scientific Staff issues. The DDST, together with the Laboratory Director and the Deputy Director for Operations (DDO) constitutes the Laboratory’s most senior leadership. It is a partnership that crosses all aspects of Laboratory Management and Operations, including striving for simultaneous excellence in science, operations and community outreach. The DDST works collaboratively across the Lab, throughout the federal government and with other key stakeholders and organizations to further the advancement of Brookhaven Science Associates’ mission and objectives. The incumbent serves as an ambassador and spokesperson for the Laboratory, communicating priorities, positions, and initiatives, and incorporating the views and needs of key stakeholders into the planning process. The DDST facilitates the identification and development of future scientists. In addition, the DDST serves as a role model to the rest of the Lab, managing people and financial resources with integrity and fairness, while maintaining policies and priorities. Major Duties/Responsibilities The Deputy Laboratory Director for S&T is responsible for leading the Laboratory’s scientific and technical endeavors that include: Overseeing the development, alignment, and facilitatation of the execution of the Lab’s strategic plan. Overseeing the development and monitoring of the science and technology business plans from identified strategies, Overseeing the identification, development, and execution of Laboratory Directed Research & Development (LDRD) programs. Overseeing expenditure of LDRD and Program Development funds. Interfacing on behalf of the Laboratory Director with the Brookhaven Science Associates’ Science and Technology Steering Committee, including outreach to core universities, and beyond. In this regard, there is a special relationship with Stony Brook University and Battelle Memorial Institute. Collaborating with the Deputy Director for Operations on relevant operational issues, including the development and implementation of mission critical infrastructure. Serving as supervisor for the Computational Science Initiative, the Advanced Technology Research Office, and the Strategic Partnerships Program office. Promoting, as a strong advocate, the Lab’s commitment to Diversity, Equity, and Inclusion. Participating on the Chief Research Officer’s subgroup of the National Laboratory Director’s Council Collaborative Partnerships with the Associate Lab Directors (ALDS) and science leads: Serve as a vital link in building collaborative partnerships within and across Directorates, driving a One-Lab perspective on Brookhaven’s priorities. Monitor and maintain institutional paths for critical S&T areas. Manage information updates to internal stakeholders. Chair the BNL Science Council. Oversee the process required for determining and adjudicating scientific misconduct if it is alleged. Capability Development in conjunction with ALDs and science leads, including: Developing facilities and equipment necessary to accomplish the Lab science mission. Developing and communicating broadly the Lab mission, strategic objectives, and values. Ensuring the availability of staff resources necessary to implement the Lab mission. Ensuring facilities and equipment are maintained, replenished, and allocated consistent with approved strategies and objectives. Attracting, developing, motivating and retaining staff, including the hiring and promotion of senior scientific and technological staff and joint appointments. Overseeing the implementation of the revised scientific and engineering staff appointments system, including administration of the distinction of tenure. Establishing the structure and environment for strategically attracting, developing, motivating and retaining a diverse Laboratory staff. Promoting succession planning, including staff development and leadership training for Laboratory staff. Ensuring an open and supportive work environment and culture where Laboratory staff are free to report issues and concerns without fear of retribution. Overseeing the Laboratory’s responsibility for the safe treatment of animals in any projects requiring their use. Program Development via an investment strategy and marketing R&D programs that includes: Establishing and implementing a program infrastructure that grows the Laboratory’s R&D budget. Establishing and enhancing partnerships and relationships with the Lab’s customers and stakeholders, including universities, national laboratories, industry and other state and federal organizations. Leveraging the Laboratory’s R&D capabilities by promoting economic development and the transfer of technologies. Communicating and supporting strategies for the protection and use of intellectual property. Establishing strategic partnerships, collaborations and working relationships with DOE Program Offices and Headquarters Establishing an integrated set of performance objectives for the Laboratory. Managing relationships with Program Offices to maintain an understanding of performance and potential issues. Program Execution: Completing assigned tasks consistent with expectations and in support of the Lab mission. Leading and ensuring management commitment to Environment, Safety, Health & Quality. Ensuring safe, effective, efficient, and secure Lab operations, business practices, and work environment. Chairing the Project Oversight Board. Leading implementation of the Lab S&T mission. Leading performance improvement by leading the formulation and implementation of crosscutting scientific and operational initiatives. Ensuring that the Laboratory performance meets established objectives. Acting on behalf of the Director, both in day-to-day matters and as a spokesperson for the Lab when the Director is not available. Position Requirements Ph.D. in a scientific field, preferably in one of BNL’s core research areas. A minimum of 10+ years of applicable experience. Experience in senior leadership positions in national laboratory and/or academic institutions. A record of successful management of large, complex organizations, projects and interdisciplinary teams in the accomplishment of S&T goals and an ability to meet deadlines, preferably with such experience at a DOE laboratory. Comprehensive understanding of the DOE system, including DOE offices, programs, facilities, and expectations related to BNL activities. Broad understanding of science, science management and policy, and DOE research directions and priorities, particularly related to BNL core research areas. Demonstrated ability to interact effectively with sponsors, policymakers, BNL partners, scientific leaders, and the public at the highest level. Experience with the US federal funding process (particularly the Department of Energy process) and a track record of success in obtaining research funds. Broad recognition in the scientific community as demonstrated by professional society leadership, membership on national panels, national awards, etc. Outstanding written and oral communication skills including: Ability to articulate the Lab’s vision and strategy to funding agencies, facility user groups, stakeholders and the public. Ability to communicate Lab-level messages to the ALDs and other science and technology leads. Demonstrated commitment to operational excellence and safety in the performance of all S&T mission elements. A record of significant research accomplishment in a field or fields of science and/or technology relevant to BNL’s S&T missions and strategic goals, as well as a grasp of and appreciation for the broader scientific and technological portfolio of the Laboratory. A record of successful problem-solving and conflict resolution in a complex and fluid work environment. Ability to work openly and respectfully with others; a good sense of humor.
